They say Robby Owens appeared to be acting as a lookout. Both men reportedly tried to get into a nearby van as officers approached.
Police say it appears the men were stealing the catalytic converters so they could resell them to scrap yards.
Officers also arrested two people in the van-- Keyshawn Jones and Tiffany Grant.
Police are trying to determine if the group might be linked to other, similar burglaries.
