The executive director of Chicago's Office of Emergency Management and Communications has been reassigned after only nine months on the job. Tony Ruiz will now head technology operations for the city.

Morale at the 911 Center has reportedly plummeted since he was hired. Employees have a laundry list of complaints on everything from broken chairs and overtime problems to sexual harassment and promotion irregularities.

The Office of Emergency Management and Communications spokesperson said the chairs and overtime issues are being addressed, but denies allegations of sexual harassment and promotion problems.
