KOKOMO, Ind. --Four adults are facing charges in what a police lieutenant in Kokomo, Indiana, calls the worse case of child abuse he's seen in his 30 years on the force.Officers had to rescue two 4-year-old cousins. They were reportedly bound with zip ties and held in closets for up to three weeks. The children suffered multiple injuries but are expected to recover. Their mothers, Melissa Chandler and Jennifer Leonard face neglect and other charges. Donald and Madeline Hawk, who also lived in the home, were also charged.
