Comcast is testing a new way to manage Internet traffic among its subscribers. The FCC is investigating complaints that Comcast delayed or blocked some users' file-sharing traffic to avoid Internet jams.

Comcast says this week in three markets it will begin testing a new way of managing Internet traffic. It will try restricting usage to the top percentile of internet users rather than just targeting a specific application used by some Comcast subscribers.
