Her disappearance remains a mystery today. But for her father, marking the anniversary of his only child's disappearance is an annual ritual.
"It really warms my soul to know that after all these years, people still remember, people still care," Jeff Skemp said.
Although the pain of the unsolved disappearance stays with him, Skemp says all of the support keeps him going.
Currently, he works with other families of missing persons and tries to help them through a non-profit organization.
