Cook County is also dealing with budget problems. That's why some members of the county board are facing some criticism for attending a five day conference in Washington.

At least six commissioners plus board president Todd Stroger and eight staff members are at the conference hosted by the National Association of counties.

In contrast, DuPage County is sending just two board members.

Stroger says it makes sense for Cook County have a larger delegation.

"Unlike most counties, our county government is very large. We're similar to large corporation...lot of different functions...so it would only seem natural we would have more people than collar counties...we have 5.5 million," said Todd Stroger, Cook County Board president.

Stroger said the conference is an opportunity to network and learn new ideas, including solutions to make government more effective.
