"Pat Quinn use to be a guy who talked a big game about the average guy, fairness, citizens participating and he hasn't been governor for six weeks and the biggest and first thing he does is sock it to citizens with a 50 percent income tax increase," Blagojevich said.
Governor Quinn is expected to respond to Blagojevich's statements Tuesday at noon.
