Twenty three years ago, The Environmental Protection Agency ordered Crestwood officials to stop using the well except for emergencies because its water showed high levels of vinyl chloride.
But the well water was used until 2007.
The governor say Crestwood residents deserve an explanation.
"The residents should be notified no matter what. I don't care what the law says, I think its important to go beyond the law so everybody in Crestwood gets a full report about what went on here," said Quinn.
The EPA says it anticipates taking legal action against the village of Crestwood.
