Officials say they are slashing the city's participation in the annual fox river festival of balloons. They are also cutting back on the city's participation in Rib Fest and cancelling its entire fourth of July fireworks display.
A city spokesperson says Elgin is still working with its downtown neighborhood association to put on the fourth of July parade.
