Quinn not sold on Howe recommendation

Advocates for the disabled have been pushing hard for the closure. They claim Howe is unsafe.

Both facilities have come under fire in recent years, losing federal funding for providing substandard care and lax recordkeeping.

If the centers are closed, the residents who live there will be relocated to smaller, community-based homes or to other state facilities.
