According to witnesses, Navarro got into an altercation with the victims while in traffic. Navarro allegedly approached the victims when they returned to the scene and fired into their vehicle, striking the female victim in the head. She was taken to Stroger Hospital where she was pronounced dead the next day. Her brother was shot in the arm and was listed in good condition.
Navarro is scheduled to appear in court Wednesday.
