Woodhouse's design for the Burnham memorial includes reshaping the grassy open area of Chicago's museum campus north of the Field Museum, creating a sloping lawn that includes a diagonal walking path and several different stone walls.
The memorial would cost an estimated $5 million to create.
Daniel Burnham is being honored for co-authoring the 100-year-old "Plan of Chicago" which preserved Chicago's lakefront and parks.
The Chicago Park District will now hold public hearings about Woodhouse's plan for the Burnham memorial.
The park district's board of commissioners and the Chicago plan commission must also approve it.
