All of the commissioners agreed with Mikva except Maribeth Vander Weele.
She says not all of the trustees were involved in influencing the admissions process or knew that it was happening. She says they shouldn't be faulted.
She also disagreed with commissioners who said the board doesn't have the jurisdiction to recommend resignations from university leaders.
Other commissioners say they should just include testimony from the leaders in their report.
