The balloon would remain tethered to the ground for each ride. Passengers would be required to wear a harness attached to the gondola to prevent them from falling out.
The cost for a 15-minute ride would be $25.
The Chicago Plan Commission will consider the matter at its August 20 meeting.
The operator hopes to have the rides up and running in a few weeks.
