The two were found in Evergreen Park after last being seen at West 69th and South Halsted on Chicago's South Side.
Police say Payton is bipolar and took the child from her grandmother, who has legal custody.

Investigators say she is not the legal guardian of her daughter, Angelicia Williams, and took the girl two days ago without permission.
