"It provides technology training for recently laid off workers in admin and professional fields and employs them in temp jobs that benefit the city of Chicago and its residents," Daley said.
The mayor made the announcement in the offices of Microsoft in the Aon Center.
He is proposing spending $20 million on the program.
He says the city is seeking federal funds so the program can serve more than 10,000 people.
