Driver in fatal crash cited 15 times

October 23, 2009 (CHICAGO) James Cox, 39, was cited for running a red light and driving without insurance or a valid license on Wednesday on Chicago's West Side.

The van Cox was driving struck another vehicle and the impact sent it into Kim Brown, 27. Brown, who was pregnant, was killed. Doctors delivered her baby by emergency C-section, but he died at Stroger Hospital.

The secretary of state's office said Cox hasn't had a license since 2002.

"He continued to get in the car and drive without those privileges. So he was breaking the law time after time since 2002," said Beth Kaufman, IL Sec. of State Spokesperson.

The secretary of state's office said police have cited Cox more than 15 times for either driving without a license or driving on a suspended or revoked license.
