The mayor says when children become victims of violence in their homes they sometimes repeat their parents actions.
"When they walk out of that home they are immune to any type of violence because they have seen it physically and emotionally in so many different ways," said Mayor Daley.
The American Bar Association said more than 1 million women and 800,000 men in America are abused by a partner each year.
