The steps are aimed at helping Chicago's small businesses retain and create jobs during the recession.
"During these very difficult economic times we cannot abandon the small or large businesses for the sake of all the workers. We are fully committed to working against the tide of job loss in America," said Daley.
Plans include spending more than $3 million from the lease of the Skyway on small business loans and streamlining permit and license processes to lessen the operating burdens on small businesses.
