Advocates: Fatal crash shows need for tougher laws

January 17, 2010 (MISHAWAKA, Ind.) Thirty-one-year-old Shawn Devine is charged in connection with the Jan. 9 death of 42-year-old Cpl. James Szuba.

Prosecutors say Devine's blood-alcohol level was nearly three times the legal limit when his car struck Szuba's police cruiser, killing the officer and his police dog during a pursuit.

Devine has a lengthy record of drunken driving offenses that resulted in little punishment.

Dave Beaty of the South Bend Fraternal Order of Police president says Devine's history is a classic example of a convicted criminal's past never being taken seriously.
