Additional charges in fatal crash

January 21, 2010 (CHICAGO) Richard Smart, 23, died after being thrown from the vehicle driven by his friend, Matthew Talavera, 23. Talavera's SUV flipped over after hitting a parked car at Irving Park and Laramie Tuesday.

A police report indicates Talavera's blood alcohol content was about 3 and a half times the legal limit. He was cited with negligent driving and operating a vehicle without insurance on Wednesday.

Additional charges of DUI and reckless homicide were filed Thursday morning.
