Engineers grade state's infrastructure a D+

The Illinois chapter of the American Society of Civil Engineers gave the state a D+ in overall infrastructure quality. The grade covers everything from roads and bridges to water system quality.

Aviation and bridges earned the highest grade of C+.

The engineers say the major capital construction program lawmakers approved last year helps but falls short of meeting the state's needs.
