Marvini Payne, Junior, 35, was arrested in west suburban Oak Park on Thursday.
Prosecutors say he lured the boy into his car under false pretenses. Police say they were responding to the call of a suspicious person parked in an alley when they found Payne with the 16-year old boy.
Payne is charged with soliciting a juvenile, child abduction and sexual exploitation of a child. He has been a registered child sex offender since 1994.
