Ashley Kettering got a ticket for parking illegally on the 3400-block of South Wells. She says she never parks on wells and contested the ticket.
A picture taken by the city as photographic evidence shows only a tree - no parked car. Ashley contested based on the inconclusive photo but the city responded in writing that her defense was "not recognized".
On Thursday morning, she paid the ticket online to avoid having to go downtown for a hearing.
"I figured if they didn't get it right the first time around with a provided copy and a letter, I didn't think they'd get it the second time," said Kettering.
Ashley says the ticket was $50.
ABC7's calls to the city's department of revenue have not been returned.
