Navistar is located in Warrenville, but a news conference is scheduled for Wednesday morning at the Lisle building where the company had hoped to move its world headquarters earlier this year.
Governor Pat Quinn and Attorney General Lisa Madigan are scheduled to attend.
Navistar had threatened to leave Illinois following opposition to a proposed engine-testing facility and complaints about the public hearing process.
