Property owners in Cook County won't see tax bills until around Thanksgiving.According to the Cook County Treasurer's Office, second installment tax bills for 2009 will not be mailed until around November 22nd, one month later than last year.

Retiring County Assessor James Houlihan accuses Joseph Berrios, a tax appeals board member running to succeed him, of slowing the appeals process to avoid angering voters before election day.

The treasurer's office says it is waiting for final figures from other county agencies before printing property tax bills.
