A north suburban man claims police officers forced his wife to undergo sobriety tests in frigid January weather and then stunned him with a Taser after he got out of his car to check on her.Steven and Jean Kotlinski filed a federal lawsuit against the village of Mundelein and two Mundelein police officers for the New Year's Day incident.
According to the suit, Jean Kotlinski had a blood-alcohol level of 0 percent, she was not charged.
The Kotlinskis claim officers used excessive and "unjustifiable violence," which was captured on video. Mundelein police were not commenting.
