During a tour of the Cornerstone Community Shelter on the North Side Thursday, Emanuel said the city should conduct "an action review--to determine what thing it did well and poorly in response to the crisis."
On Tuesday night, hundreds of motorists and their cars were abandoned on the city's principal north/south highway along the Lakefront.
In a statement Wednesday, Emanuel wrote that "mistakes were made". On Thursday, he appeared to temper that criticism as he called for a review of all the decisions made before traffic stopped on LSD.
