Downstate residents coping with severe flooding

A state of emergency was declared in downstate Illinois due to severe flooding.

Some residents say it is the worst flooding they have ever seen in Jacksonville, just west of Springfield. A section of Interstate 72 has been closed, and residents are being evacuated.

An area water treatment facility also is under water.

Officials say it could take days before all the flood water recedes.
