The medical examiner says Hector Placencia, 57, was the man hit and killed by the cab.
The driver was cited for driving too fast for conditions and for not exercising care with a pedestrian in the roadway.
While the investigation is closed, police say investigators are not sure what caused the cab driver to veer off the road and crash into the garage.
The cab driver was not seriously hurt in the crash. His passenger suffered a broken arm and leg.
