Gibson was fatally shot in the living room of an Englewood neighborhood early Sunday.
She was sleeping on a couch when she was hit by gunfire. Two teenagers in the home were also wounded.
Police say someone who was part of the investigation apparently changed his or her story, and the Cook Co. state's attorney's office could not bring charges.
