The City of Chicago is hoping to make it easier for parents to choose an early childhood education program with a new five-star rating system.

The system will be available online and allow parents to rate and review pre-schools, daycares, and head start programs for young children. Mayor Rahm Emanuel said the ratings system will position the city to access more federal funds and also empower parents.

"We are now going to have educational standards that we didn't have," Emanuel said. "Just checking certifications and doing background checks was good enough before. No. Where are you on the basics of teach a child on learning. "

The program is expected to start next July.
