"I think the toughest non-military action that we can take helps avoid a war likely between Iran and Israel," Kirk told ABC7.
The International Atomic Energy Agency recently said Iran was suspected of clandestine work that is "specific to nuclear weapons."
According to Kirk, Iran's Central Bank funds the nation's global terrorist activity and nuclear program.
Kirk says the U.S. Senate will take up the amendment after Thanksgiving.
