Perhaps the most important was overcoming a $315 million deficit to balance the county's budget, and persuading the board to overwhelmingly pass it 16-to-1 vote.
The $2.9 billion budget includes 775 layoffs and some tax hikes. It adds money for what Preckwinkle calls criminal justice reforms.
