The car of 32-year-old Daniel Clark slammed into the back of the officer's car early Saturday morning.
The car was blocking the left lanes of the expressway near Mill Road in Addison following a separate accident.
Frank Caruso, 44, was sitting in the officer's car to stay warm and was killed.
The trooper is expected to fully recover.
Clark's blood alcohol level was more than three times the legal limit, prosecutors said.
