The National Transportation Safety Board determined the derailment took place after heavy rains caused the tracks to wash out. The board has recommended a review of storm water management systems across the country. The NTSB is also calling on the Canadian National Railway to improve safety efforts.
A Rockford woman died as she tried to escape the explosion caused by the derailment.
