How young is too young to get a tattoo?

The town of Webster, Massachusetts, has lowered the legal age to get a tattoo to 14.

It used to be 18. Under the new ordinance, children under 18 will need to bring their parents with them.

Still, the change is raising eyebrows.

Supporters say it will prevent teenagers from going to unlicensed tattoo artists.

But opponents say it could expose young people to infections and skin damage.
