The incident happened in May of 2006.
After the attacked, Christina Eilman plunged from a 7th floor window and suffered severe brain damage and other injuries.
She had been arrested earlier after creating a disturbance at Midway Airport.
Eilman was bipolar and she was not familiar with the neighborhood when she was released from police headquarters at 51st and Wentworth.
