Chicago Parking Meters LLC is seeking reimbursement for free parking it says it provided for people displaying disabled-parking placards or license plates from 2010 through 2011.
The most recent bill of $22 million dollars is the third the city has received. Mayor Emanuel is refusing to pay all three of them.
Emanuel disputes how the company calculated the bills.
"We have real questions about their claim, so I've said no," Emanuel said. "They just assume that if they send it in -- I think they were operating the assumption that as in the past they're gonna get paid. And I'm not paying them. I'm not handing over the taxpayers' money just because you sent in a bill that we disagree with."
Chicago Parking Meters LLC says it also wants money for lost revenue for street closures.
