The Sun Times reports that Cook County judge ruled today that the children be returned to 52-year-old Kimberly Miniea.
The 3- and 9-year-old were put into foster care by the state more than a year ago.
Miniea told the judge she was no longer in the prostitution business.
The State's Attorney's office urged the judge to permanently place the children with a foster family saying Miniea hadn't taken responsibility for her mistakes.
