Megan Reed, 23, is facing charges of unlawful restraint and endangering the life or health of a child.
The alleged incident happened in Joliet in September.
Reed told investigators she was watching over several children who were playing with tape.
She was reportedly out-of-state until recently when she came into the police station with a lawyer.
According to police, Reed admitted to taking a photo of the taped up baby and later sending it to the boy's father who contacted police.
