The 169 clemency petitions were part of dockets ranging from 2005 through 2010.
Some of those pardoned Wednesday will be able to expunge their records.
Since taking office, Governor Quinn has granted 842 clemency petitions and denied 1,395. He granted 825 pardons and authorized 17 people who had previously received pardons to seek expungement of their convictions.
