The overnight parking ban is from 3 a.m. to 7 a.m.-- regardless of snow-- along 107 miles of Chicago streets. It runs from December 1 tol April 1, 2013.

2-inch Snow Parking Ban List of Streets
The Chicago winter overnight parking ban frees up the critical routes for snowplows and trucks during the snowy season. It is in effect whether it snows or not, and drivers whose cars are towed face a $150 towing fee, $60 ticket and storage fee of up to $10 per day that can increase over time.
On December 1, 2011, the city says 188 cars were towed and 459 violations were issued related to the overnight parking ban.
A second snow-related parking ban goes into effect whenever more than 2 inches of snow falls for 500 miles of main streets. That has no time restriction to it, and cars can be ticketed or relocated at any hour of the day when there's 2 inches or more of snow.
