Kimberly Delgado was found just before 7 a.m.
Police say the girl's mother was in the parking lot of an apartment building talking to a friend, left her car running as she walked into the foyer of the building, and then a car thief left the apartment building and jumped into her car.
Police do not believe the car thief intended to take the child nor has any relationship to the child.
The toddler was taken at 12:40 a.m. at 940 W. Irving Park Rd.
