That is the recommendation of a judge who looked at the cause of outages during the intense summer storm season of 2011. The judge says that customers whose lost power for at least four hours on July 11 could be eligible for damages.
The judge also says towns should be reimbursed for the cost of providing emergency services.
The Illinois Commerce Commission will decide whether to enact the recommendation.
A vote could come in March.
