Meters and all other parking regulations remain in effect.
The decision comes as Queens and Staten Island residents who suffered damage from Superstorm Sandy just four months ago are keeping a nervous eye on the storm, which has already dropped more than 4 inches on parts of eastern Queens.
More than 700 sanitation plows and spreaders were out handling snow, including 153 spreaders and plows in the Bronx. The main roads are reportedly okay, with crews working on side streets.
It's another close call for the Rockaways, where beaches were being pounded by waves as high as 10 feet Thursday.
Many residents chose not to move their cars, despite the extensive damage the area suffered during Sandy.
Very little snow accumulation was expected for New York City. Still, commuters are advised to give themselves extra time to get to work.
The storm is expected to move out of the area by late Friday morning, with dry and warmer weather forecast for the weekend.
