Last week, Governor Pat Quinn vetoed one bill. Two days later, the senate executive committee voted to approve a new plan that includes five new casinos and slots at Chicago airports.
That vote came shortly after Governor Quinn's budget address in which he suggested new gaming revenues could go to education and teacher pensions.
