The bill backed by Comed would help fund the utility company's 10-year plan to complete its so-called smart-grid modernization.
The governor opposes the bill, but Thursday's passage gives Comed veto-proof majorities in both chambers.
Comed says right now the average residential customer has a bill of $82 a month.
The increase would add another 40 cents a month in 2014.
Those bills would then jump another 80 cents a month three years later in 2017.
