This happened Thursday afternoon near Laurel Drive and Robert Street.
The girls, ages 5 and 10 years old, say a man in a newer black Toyota Camry pulled up to them and told them to come to his car.
The children say he then pulled up to a curb and they noticed he was not wearing pants.
The man then drove away.
Crime Stoppers is offering a $5,000 reward for information leading to an arrest in the case.
