Video of wrong-way Lake Shore Drive driver before crash surfaces

The accident occurred around 4 a.m. March 15 on Lake Shore Drive near Diversey.

Behind the wheel of the SUV is off-duty North Chicago Police Officer Terrell Garrett, according to police.

In the video Garrett's silver SUV is seen speeding north on southbound Lake Shore Drive.

The witnesses in the northbound lane are in disbelief.

"Look at this guy!" a witness is heard saying in the video.

The vehicle is traveling so fast that the witnesses in the north bound lane fall behind.

"And he's speeding up! He's way in the wrong lane! Uh oh, this can't be good! He's on the inside lane. This can't be good!" a witness is heard saying in the video.

What happened next is not caught on camera, Garrett's Chevy Trailblazer collided with a jeep and killed its occupants, 27-year-old Fabian Torres and 25-year-old Joaquin Garcia, according to police.

In his mangled SUV, Garrett would survive.

"That's somebody who doesn't respect life, doesn't respect norms. Selfishness to its maximum degree," a friend of the Torres family Nelson Soza said.

Torres's loved ones gathered for a final goodbye Friday.

According to investigators, Garrett, who'd been out celebrating his 35th birthday, drove at least a mile on the wrong side of Lake Shore Drive and his blood alcohol level more than twice the legal limit.

Garrett suffered a fractured hip and he remains in custody-held on $500,000 bond.

"We are hundred percent sure that we're going to follow this through, and we're going to make sure that justice is served. We're not going to let Fabian leave like this. That's the way we're going to remember him," Soza said.
